OR 8 (Tualatin Valley Highway) Traffic and Pedestrian Improvement Project

ODOT is improving pedestrian and driver safety at three main locations on OR 8 in Hillsboro and Forest Grove with upgraded crosswalks, intersections, and sidewalks. ODOT says this will create a safer, more accessible and better-connected pedestrian network, improved nighttime visibility and more responsive and visible traffic signals.
Construction begins in May 2026 and is expected to finish by the end of 2026 according to ODOT.

Improvement Legend

Enhanced Pedestrian Crossing with Pedestrian Refuge Island - Adding an RRFB and a pedestrian refuge island on Pacific Avenue at A&B Row will make it safer for people crossing the street.

ADA Curb Ramp Upgrades - ADA ramps will be upgraded to new design standards, providing better access for everyone.

New Traffic Signals - New traffic signals are more visible and include pedestrian countdown timers, which can reduce crashes.

New Sidewalks - Filling in sidewalk gaps on the north side of SW Baseline Street will result in a continuous sidewalk between SW Main Street and SW Dennis Avenue, creating a safer environment for pedestrians moving through the area.

Improved Lighting - Improving intersection lighting results in fewer nighttime crashes.

Pacific Avenue and A&B Row in Forest Grove
Build a new mid-block crosswalk with a pedestrian-activated beacon, also known as a Rectangular Rapid Flashing Beacon (what's that?), or RRFB, to alert drivers that someone is crossing the street. The crosswalk will also include a pedestrian refuge island halfway across.
2. SW Baseline Street between SW Main Street and SW Dennis Avenue in Hillsboro

Fill in sidewalk gaps on the north side of SW Baseline Street between SW Main
Street and SW Dennis Avenue, upgrade sidewalk curb ramps to meet ADA standards and replace the traffic signal at the SW Baseline Street and SW Main Street intersection to improve safety and visibility.
Extended traffic impacts:
Around-the-clock single lane closures on SW Baseline Street for up to 90 days. Business driveways on SW Baseline Street will remain open during this time.
Around-the-clock closure of northbound SW Main Street between SW Oak Street and SW Baseline Street for up to 30 days. A signed detour via SW Dennis Avenue will be in place.

SW Oak Street and SW Armco Avenue in Hillsboro
Add new lighting at the intersection of OR 8 (SW Oak Street) and SW Armco Avenue in Hillsboro to improve nighttime visibility.
Stormwater pond
A new stormwater retention pond will be constructed near the southwest corner of OR 8 and SW 17th Avenue in Hillsboro. This pond will help absorb runoff and offset the additional impervious surface created by the new sidewalk.
ODOT does not anticipate any major traffic impacts associated with this work.
